Important Message
The Home Energy Assistance Winter Crisis Program provides a one-time benefit to eligible Crawford, Marion, and Morrow County residents once per heating season to an income-eligible Ohioan’s main heating and/or electric accounts The program runs from November 1st, 2024 through March 31st, 2025.
Who is eligible for the Winter Crisis Program.
Households must have a gross income at or below 175% poverty guideline to qualify for assistance and must meet at least one additional eligibility criteria listed below:
- The main heating source and/or related electric energy source must be either in disconnect status, have been terminated, need to establish new service, need to transfer service, have PIPP default, first PIPP, have 25% (or less) of bulk fuel supply remaining, or heating unit repair/replacement is needed.
- The utility accounts must be coded “residential,” except in master-metered situations.
- Payments for the main heating source and/or secondary heating source (electric) must be made separately from rent payments.

- Proof of U.S. Citizenship for all household members.
- Identification of primary applicant.
- Social Security numbers for all household members.
- Rent receipt or lease agreement if renting.
- Most recent gas and electric bills.
- Proof of all income received in the last 30 days for household members 18 or older.

Information
The Ohio Heartland Community Action Commission (OHCAC) will foster and promote planning services and developmental efforts for the mobilization and utilization of resources, public and private, for a coordinated attack upon conditions of poverty affecting the inhabitants of the area.
